<Yusuku> Who is the child student terminal and repair fee? GIGA school concept

Notice regarding compensation for tablet devices distributed to parents from elementary schools in Toyota City = Partial image processing

The national "GIGA School Concept" is to deploy tablets and other devices to elementary and junior high school children nationwide. Full-scale utilization will begin in FY2011, but several voices of anxiety were sent to the Yusuku interview team, asking "Who will bear the cost of repairing the terminal?" As children handle expensive electronic devices on a daily basis, the risk of breakdown or damage is inevitable. The investigation revealed confusion over repairs, such as different responses depending on the municipality and lack of communication between the board of education and the school. (Atsushi Miyazaki) In mid-February, when several elementary schools in Toyota City, Aichi Prefecture, issued notices regarding terminal damage and compensation, parents were upset. This is because the scope of compensation by the city was "damage without negligence to children (cracking of the screen is not compensated)". If it is as written, "screen cracks" that are likely to occur are excluded regardless of whether or not they are negligent. Among the parents who voiced anxiety, a mother in her thirties raising a child in the first grade of elementary school with a mild developmental disability said, "My child is not good at managing things. "I'm talking with my mother." However, as I proceeded with the interview, it was found that there was a misunderstanding due to the lack of communication between the city board of education and each school, and that the notice to the parents was incorrect. The Toyota City Board of Education explained that damage and breakdowns when used properly in the school will be borne by the city, including screen cracks. Parents will be responsible for any damage outside the school premises during take-out, but the person in charge said, "I would like to introduce a full range of insurance in the future." However, according to the mother, she already has some parents who have inadequate insurance recommended by the school. Opinions were also received from teachers in Nakatsugawa City, Gifu Prefecture, in the interview group. "The city board of education has instructed me to take out insurance. While the neighboring local governments are asking me that there is no burden on parents, if we ask parents to pay, the site will be confused from spring." This was also a misunderstanding. The cause was that the city board of education notified each school of insurance coverage before thoroughly disseminating the coverage. In fact, if used properly in the school, it will be covered by city expenses. The handling of take-out has not been decided at this time.

GIGA School Concept The aim is to provide optimal learning for each individual and develop information utilization abilities. The initial deployment completion target was the end of 2023, but due to the influence of the new coronavirus, it became an urgent task to respond to online learning, and it was moved forward by the end of FY20. Deployment will be completed in 97.6% of local governments nationwide by the end of March.

Variations in the corresponding local government

One of the causes of the confusion is the variation in repair response by local governments. Countries promoting the GIGA school concept will subsidize the cost of procuring terminals, but accessories and insurance are at the discretion of each local government. As a result, it was divided into two groups: local governments that purchased terminals with an emphasis on speed of deployment, and local governments that had a fulfilling lease contract including aftercare. Okazaki City, Aichi Prefecture, where the device was purchased, will cover all damage to the school premises with insurance covered by the city board of education. The insurance premium is 300 yen per vehicle per year. Since the coverage was limited to the school, I was able to make a contract at a low price. On the other hand, outside the premises, parents are responsible for including insurance. A person in charge of the city board of education said, "If you compensate for everything, you will get the wrong message. Please be aware of the risks and use them carefully." He has fully explained the risks to parents and children, and has no trouble so far. Some local governments bear repair costs, including those outside the school premises. Kusatsu City, Shiga Prefecture is borne by the city except for intentional damage and gross negligence. I didn't get insurance, and I secured a budget to bear the actual cost every time it broke. The terminal for elementary school comes with a solid protective cover, and since September last year when the deployment started, there are only a few screen cracks. On the other hand, Gifu City and Yokkaichi City, Mie Prefecture have lease contracts that include repair costs. A person in charge of Gifu City, where compensation is applied in all cases, emphasized that "screen cracks are occurring more than expected, but it is most important not to get rid of money with parents." What all the board of education staff and on-site teachers had in common was the opinion that "if you don't use it for fear of breaking it, you'll be overwhelmed." ◇ Please send information and opinions to the Yusuku interview team regarding troubles and issues related to the GIGA school concept.
